The Los Angeles County Metropolitan Transportation Authority's Countywide Sustainability Planning Policy was adopted by the Metro Board in Fall 2012, and is based on work by Metro staff and a consultant team led by ARUP, and including Center for Transit-Oriented Development partners Reconnecting America and the Center for Neighborhood Technology, as well as Fehr and Peers and Barrio Planners. We at Reconnecting America want to congratulate Metro on getting recognition for this huge step forward in sustainability planning. Separate Metro policies address sustainability in operations and construction.

A report released today by Smart Growth America and the Natural Resources Defense Council says transportation policies in every state could save money and reduce carbon emissions by making smarter decisions with state funds.
“Getting Back on Track: Climate Change and State Transportation Policy” reports that current transportation policies in almost all 50 states either fail to curb carbon emission rates or, in some cases, actually increase emissions. This contradiction between state policies and broader efforts to reduce carbon emissions means not only that many states are missing opportunities to protect clean air; it means they are missing economic opportunities as well.
According to the findings in the new report, fewer than half of states have complete streets laws or policies in place, and only 15 states provide incentives for clean transportation commuting.

Two interesting developments regarding clean transportation were announced yesterday. First, the Federal Transit Administration (FTA) announced awards of $164.7 million for transit agencies pursuing energy-conserving, pollution-reducing or otherwise green transit technology projects. Included in the 63 different awards were funds to build alternative energy fueling stations and to purchase electric, hybrid, CNG or bio-diesel buses. Awards ranged from $10.2 million for LA’s Foothill Transit to purchase fast charge battery electric buses, to $73,936 for the State of Colorado to purchase energy-saving devises for a bus-storage facility. The funding for these grants came from two programs included in FTA’s 2010 Discretionary Sustainability Funding Opportunity, including a Clean Fuels Grant Program and the Transit Investments in Greenhouse Gas and Energy Reduction (TIGGER) Program. The Urban Land Institute has released "Land Use and Driving: The Role Compact Development Can Play in Reducing Greenhouse Gas Emissions." The report synthesizes the conclusions of three recent reports on climate and transportation and concludes, "If we could go to 2050 and look back, we would see that successfully implemented compact development strategies—even those with only modest increases in land use density and mix—resulted in a win-win: a boon both for the environment and for Americans looking for the healthy and convenient lifestyle benefits associated with this type of high-quality land use."
