These regional votes give metropolitan areas an opportunity to sidestep the business-as-usual approach in Washington and initiate their own local vision-and to do so with resources typically counted in the billions. From major rail investments in Denver to a new central park in Oklahoma City, referendums are a vital way to reshape our metropolitan economies. And that's exactly what makes yesterday's vote in Atlanta so troubling for that region's future....

Valley Metro reported more than 71 million bus and light-rail rides for this past fiscal year, a 5.1 percent bump from fiscal 2011, including record numbers of light-rail passengers. Between July 1, 2011, and June 30 of this year, there were more than 13.5 million light-rail boardings, up nearly 760,000, or 5.9 percent, from the previous year. For the same period, there were nearly 57.5 million bus boardings, an increase of nearly 2.7 million, or 4.9 percent, over fiscal 2011. Weekends showed the greatest percentage increases....

The federal government, through various transportation acts, such as the Intermodal Surface Transportation Efficiency Act (ISTEA), the Transportation Equity Act for the 21st Century (TEA-21), and, more recently, the Safe, Affordable, Flexible, Efficient Transportation Equity Act—A Legacy for Users (SAFETEA-LU), has reinforced the need for integration of land use and transportation and the provision of public transit. Other federal programs, such as the Livable Communities Program and the New Starts Program, have provided additional impetus to public transit. At the state and regional level, the past three decades have seen increased provision of public transit. However, the public transit systems typically require significant operating and capital subsidies—75 percent of transit funding is provided by local and state governments.1 With all levels of government under significant fiscal stress, new transit funding mechanisms are welcome.
