The infrastructure needs of the Orange Line transit system are well-documented. But who lives and works in the corridor, and how is the current mix of land uses projected to change? This report provides a baseline understanding of the demographic, economic, transportation, and land use characteristics of the corridor; a schedule of planned and projected corridor development activity over two time horizons: 8 years and 8-15 years; highlights quality TOD projects already completed or underway in the corridor; and recommends five action items to ensure that the corridor receives the continued attention and investment that it deserves as one of the region’s most heavily used and diverse transit corridors.

In spring of 2011, the Los Angeles County Metropolitan Transportation Authority (Metro), in partnership with the City of Los Angeles, was awarded a grant from the Southern California Association of Governments (SCAG) to prepare the Orange Line Bus Rapid Transit Sustainable Corridor Implementation Plan (Orange Line BRT Sustainable CIP). Transit oriented development has been a large part of Boston’s growth since the earliest horse-drawn railways. In fact, we live in a uniquely transit-oriented region, where 25% of housing units and 37% of employment is within a half-mile of a rapid transit or commuter rail station. Now Metro Boston is experiencing a new wave of growth near transit, with hundreds of residential and commercial developments underway and more on the horizon. Cities and towns are creating station area plans and updated zoning to unlock development potential; the MBTA is accepting proposals for major developments on prime T-owned parcels; state agencies are using transit proximity as a criteria for prioritizing infrastructure or housing resources; and the development community is finding a strong market for residential and commercial space near the T.

There is a growing body of evidence, including earlier Mineta Transportation Institute-sponsored research, showing that multi-destination transit systems are far more effective in attracting passengers and more efficient in use of resources to carry each passenger than central business district (CBD)-focused systems. At the same time, however, evidence is beginning to show that multi-destination transit systems appeal largely to transit-dependent riders (also called captive riders), whose demand for transit service appears to be highly elastic with respect to the shortening of transit travel time between origin and destination. Given the interest in using transit investments to lure people from their automobiles in order to reduce greenhouse gas emissions and reduce congestion, it is imperative that the appeal of such systems to choice riders (also called discretionary riders) also be understood. However, this issue remains as yet relatively unexplored.

Transit-Oriented Development, or TOD, is typically understood to be a mix of housing, retail and/or commercial development and amenities — referred to as “mixed-use development” — in a walkable neighborhood with high-quality public transportation. To learn the basics of TOD, see the first book in this series, TOD 101: Why TOD and Why Now?
Building successful TOD requires thinking beyond the individual station and understanding the role each neighborhood and station area plays in the regional network of transit-oriented places. It also requires an understanding of the real estate market, major employment centers, and travel patterns in the region. Regional planning for successful TOD projects is really about the coordination of existing plans for growth, transit, housing and jobs, as well as programs and policies at all levels of government.

Light rail in the West Corridor presents an incredible opportunity for transit-oriented development to leverage market momentum for new investment and community building. A focus on TOD will support growth near new transit stations, enhance access to opportunity, preserve and enhance the supply of a range of housing choices, reduce the combined costs of housing and transportation, and support walking and biking to stations. However, implementing TOD along the West Corridor will not be a quick or simple process. The overall economic conditions in the country are vastly impacting the pace and magnitude of private sector development activity everywhere. During the last 30 years, due to the flexibility of light rail transit (LRT), new systems have been implemented, some of which include line segments that share tracks with freight operations regulated by the Federal Railroad Administration (FRA). To operate on the general railroad system, these LRT systems have obtained waivers from FRA safety regulations by operating with temporal separation. The aim of this research study was to further develop concepts for temporal separation to enable shared use operations in additional locations with more frequent and more flexible operations of FRA-compliant and non-compliant services. Based on the operating concepts and technology that facilitate temporal separation on the NJ TRANSIT River LINE, this project prepared a design for expanding freight and passenger operations while maintaining separation of modes in a configuration that is very similar to designs that have already been accepted by FRA.
By 2013, King County Metro Transit’s bus rapid transit (BRT) service, known as RapidRide, will be expanding to six lines covering 64 miles of high-use corridors. The Bus Rapid Transit and Land Use Initiative is the product of a partnership between ULI Seattle, King County Metro Transit, the city of Seattle, the city of Shoreline, and the ULI/Curtis Regional Infrastructure Project. The partnership formed a team of ULI members and transit professionals to analyze and make recommendations about connecting RapidRide and land use opportunities. The team developed case studies of similar BRT service in other cities and analyzed three station areas in Seattle and Shoreline.
From the perspectives of multimodal corridors, neighborhood design, housing, jobs/workers, marketing, and stakeholders, the team developed specific recommendations for RapidRide and initiative partners, as well as recommendations for each station area. Three overarching themes emerged:
