There is a growing awareness among planning and policy practitioners, as well as within Congress, that America will not be able to meet its goals related to sustainable, healthy communities without giving particular consideration to the livability needs and barriers faced by smaller regions and rural America. In some cases, smaller cities and regions have less transit infrastructure compared with larger urban cetners and may have less familirity or comfort with compact development patterns. For these reasons, the needs and priorities of smaller communities are unique and a specialized approach to building healthy, sustainable communities required.
